William M. Arnold – Rice University  Jones Graduate School of Business, Professor in the Practice of Energy Management
 
Bill Arnold is Professor in the Practice of Energy Management.  He has been an executive in international banking, held a White House appointment to the Export Import Bank of the U.S., and has held senior positions in the energy industry for the last 18 years.  He has participated in international debt rescheduling with the International Monetary Fund and World Bank, structured trade finance, and headed international government relations in Washington, D.C. for Royal Dutch Shell plc.  He majored in Economics at Cornell University, earned an M.A. in Latin American Studies and an MBA in international finance from the University of Texas at Austin.  He completed post-graduate courses at the Europa Institute of the Universiteit van Amsterdam, the Graduate School of Banking at the University of Wisconsin and at the Fletcher School of Law and Diplomacy at Tufts University.  He has been an active participant in programs of the James A. Baker III Institute for Public Policy since its inception.
